Cost Estimating
Consolidated Resource Center
Atlantic CRC | Puerto Rico and the U.S. Virgin Islands
Island territories present unique challenges for estimating recovery funding. Mainland-based construction timelines and standard estimating software do not align with the reality of how off-shore locations acquire materials and manage projects. The complexity increases with municipalities carrying distinct codes and standards that tend to evolve while funding is calculated. Future price forecasting is a continually moving target and calculation models can rarely be applied from one project to another. In such a dynamic environment, I took a tailored approach to capture the varying construction methods and materials. Even though they shared similar reconstruction methods and materials, the estimated $4.5M reconstruction of the Bureau of Motor Vehicles could not be estimated in the same way as the ~$3.2M reconstruction of the historic Brugal Rum distillery on St. Croix. Finalizing projects required being flexible, highly organized, and keeping detailed notes. Since April of 2019, I have successfully produced cost estimates for over 194 facilities equaling $47M+ in recovery funding for Puerto Rico and the U.S. Virgin Islands.
