Disaster recoveries include thousands of projects – including debris removal, emergency measures, and facility repair and reconstruction – totaling billions of dollars. My job was to track and project the completion and funding of all FEMA Public Assistance projects for the Hurricane Sandy recovery in New Jersey in order to provide accurate budgetary analysis and develop performance metrics for the overall recovery down to individual team members. These efforts were vital towards understanding staffing needs, resource allocation, identification of process bottlenecks, and development of Congressional budgetary requests and reports. Given the unpredictability of these schedules, and the variability of the project costs – making projections is as much art as science. To be accurate, we monitored local progress closely and maintained close coordination with legal, environmental, and construction working groups, as well as State recovery agencies.
